Table 4 of the very first FEC report on the implementation of the NVRA (https://www.eac.gov/assets/1/6/The%20Impact%20of%20the%20National%20Voter%20Registration%20Act%20on%20Federal%20Elections%201995-1996.pdf) states that "Some data are incomplete owing to delayed implementation of parts of the NVRA." Table 5 lists dates of implementation of various provisions of the NVRA.

Hi. I'm trying to get a list of all states that delayed initial implementation of the NVRA (some because they had to change their state constitution and some because they resisted the law).

Some research articles list Kansas as one such state, but I don't recall that and don't see it in some other sources.

Anybody with a recollection about Kansas implementing the NVRA late (this would be around 1995-1996)? It may be that they implemented only part(s) of the Act late.
