Thanks, Charles. I'm embarrassed that I wasn't aware of Table 5. That's a big help, although it isn't entirely precise.
For instance, it lists IL as already having some policies in the NVRA. However, IL had to be sued to implement the law, so the differences between what it had and what the NVA requires is still an open question.
For KS, it also doesn't indicate any delays in Table 5, but does in Table 4 (the reference to Appendix A is confusing as Appendix A is simply the text of the law).
So, any recollections or other sources people may have would provide additional help.

Hi. I'm trying to get a list of all states that delayed initial implementation of the NVRA (some because they had to change their state constitution and some because they resisted the law).
Some research articles list Kansas as one such state, but I don't recall that and don't see it in some other sources.
Anybody with a recollection about Kansas implementing the NVRA late (this would be around 1995-1996)? It may be that they implemented only part(s) of the Act late.
