Never thought I'd see the day when I would agree with Mitch McConnell. But I
see no reason why campaigns should not be allowed to facilitate the casting
of ballots by supporters. As for the California reference, here's a bit of
history. Was a time when one had to submit a letter to the registrar of
voters giving a reason why the voter wanted an absentee ballot. Then the
legislature admitted what everyone knew - people were making up reasons - so
a statute was passed allowing absentee ballots on request without reason.
Campaigns began to mail applications with motivational messaging to targeted
lower propensity voters and follow with phone calls. In one campaign I sent
three successive applications to voters and mixed in phone calls. But still,
the applications needed to be sent directly to the registrar. Next
legislation was enacted to allow the applications to me returned to the
campaign headquarters, but the campaign was required to transmit them to the
registrar within 72 hours of receipt. It was only a year or two ago that the
rules were changed to allow collection of ballots at the voter's door. So,
is that materially different than offering voters a ride to the polls on
election day. It's all part of a get-out-the-vote operation. States have
been adopting a crazy quilt of ineffective devices designed to increase
voter participation. Why not allow this, too, as long as there is
enforceable law to prevent destruction of ballots that don't vote for the
correct candidate?
