[EL] Kentucky's voting process for November

Personally, I am most impressed with the notice & cure process now provided
for *all voters who vote by mail (this is just common sense & merits
federal legislation to secure it uniformly), and the guarantee that COVID
is a permissible broad excuse allowing voters to VBM - and that this
extends free of age discrimination.

It's nice to have some good news for a change. Go, Kentucky!
