[EL] Kentucky's voting process for November

Here's some Friday afternoon mostly-good news from Kentucky on the voting procedure for this November:

-Anyone can claim a COVID-19 related reason to request an absentee ballot, which must be postmarked by Election Day.
-Three weeks of early voting, including three Saturdays of at least 4 hours each
-Countywide Vote Centers for November 3, with additional polling places to be determined--and a reduction in polling places must be approved by the (Democratic) Governor and (Republican) Secretary of State.
-Although the new photo ID law is still being implemented (though that's still a subject of litigation), the law is eased somewhat for those who cannot obtain an ID because of the pandemic.
