[EL] How can the unscrupulous scoop up ballots or successfully forge voter signatures?

Mr. Bopp says re vote-by-mail:

    Of course there are two big problems here, first, we lose the
    benefits of the application, and second, ballots are mailed to many
    voters who are dead, moved or ineligible, flooding the state with
    ballots for the unscrupulous to scoop up and vote.

How can the unscrupulous scoop up those ballots?  By waiting at the 
(nonexistent) individual mailboxes of dead people or those who have 
moved elsewhere?  Do they put ads on Craigslist offering cash for the 
ballots of dead people?  Just wondering.

    BTW, if an Oregon ballot is sent to an "undeliverable" address, it
    is not forwarded.  It is returned to the election office, and the
    attempted recipient is placed on the inactive voter roll and is not
    sent any more ballots until he or she updates the registration with
    a deliverable address.

Also, in Oregon every ballot is personalized to the individual voter, 
with a unique bar code and other security measures.  The ballot returned 
by the voter is enclosed by an envelope that the voter must sign, and 
every signature is compared to the signature on the that voter's 
registration card.  How can the unscrupulous successfully forge accurate 
signatures on ballot envelopes (after having scooped up those errant 
ballots)?  What is their source of accurate signatures of "voters who 
are dead, moved or ineligible."
