[EL] seeking a Washington DC atty to sue DC Bd of Elections over presidential ballot access

Last month, the the Washington DC city council passed B23-0751, which cut the number of signatures for all non-presidential independent/minor party districtwide petitions down to 250 signatures.  But the bill did not cover presidential petitions, which remain at almost 5,000 signatures.  Two minor parties would like to sue to get a reduction in the presidential petition.  This should be an easy case, because the US Supreme Court said in Anderson v Celebrezze that jurisdictions should have easier requirements for independent presidential candidates than independent candidates for other office, or at least the presidential procedure should be no more difficult than the non-presidential procedure.
Is there anyone on this list who is able to practice in D.C., who might do this case for no or small retainer?  Assuming the case wins, which is likely, the attorney fees would be paid by the D.C. government, I believe.
The petition deadline is August 5.
