In a more civilized time, Senators would pair, I think, so that absence of
a Republican Senator would be balanced by the abstaining of a Democratic
Senator. There may be list members who know what the conditions were (or
are) under which pairing would occur. Perhaps that will happen now, if
Democrats believe Republicans otherwise really would show up in hazmat
suits.
If the question was whether the stimulus bill could be passed without the
presence of the quarantined Republican Senators, perhaps that has become
moot. See
