Pairs are a private and personal agreement between senators and under
orderly procedure, neither the Senate nor the presiding officer intervene
in matters relating to pairs. If a paired senator inadvertently votes,
under orderly procedure the senator obtains unanimous consent to vacate his
vote and consent is usually granted.
