it seems to me that a constitutional amendment, eliminating human being presidential electors, and providing that the popular vote for president in each state would automatically translate into the tally of that state's electoral vote, would pass. The amendment could preserve each state's ability to divide its presidential electors according to US House district, or even give states the ability to parcel out their electoral votes proportionate to the popular vote in each state, if they wish, although no state now does that.
