This would seem to interfere with the hope of a NPV compact and, for that
reason, be too controversial to be ratified by 37 states.
Even giving new credence to the Electoral College, may prove unpopular.
It would also seem to subvert the possibility of other creative reforms
(i.e. https://tomcares.com/abolishing-electoral-college )
