[EL] Electoral Count Act changes

Thought this might be of interest to this list.
How did the attack on the U.S. Capitol happen on January 6th? We know there are lots of reasons, including massive disinformation, but there is one contributing factor that’s easy to fix — update the Electoral Count Act (ECA).
While the ECA had clear legislative intent when it was passed in 1887, it is ambiguous, out of date, and added to the electoral chaos that we saw this year.
