[EL] notice of discontinuation of the Election Law addressbook

As part of my move to UCLA this summer, we will be moving the listserv and blog to UCLA servers. But I will NOT be moving the Election Law addressbook, which is rarely used. It is a list of physical addresses of people who want to receive physical copies of reprints.
