[EL] Contracts between Host Committee and the National Parties

In a conversation with a former colleague he mentioned that the Host
Committees and Parties had to file a copy of their Contract and
subsequent amendments. The FEC has the contracts for 2008 up on their
site, but does not have 2012 up.  This is not an area I know a lot
about and I was wondering if someone could clarify if:

1) If disclosure of the contracts had to happen before the convention.
2) If so where is it specified?
