[EL] Stuped last-minute questions on Election Day discounts

Some questions that may have been answered previously on this list:

1. Does offering a discount (in the case I'm thinking of: Happy Hour 
pricing all night) to people sporting "I Voted" stickers violate the 
prohibition on giving people things of value (making expenditures) in 
return for voting -- if pollworkers in the area give such stickers to 
people other than voters?
/ I gave such stickers to kids, and a few extras to other people, when I 
was a pollworker.  And who's to say how you got that sticker?  I see 
them on the ground every Election Day./

2. If the business makes money off the discounted sale, and the customer 
probably wouldn't have made the purchase but for the discount, does the 
law really call the discount an "expenditure" by the business?

3. Are ballot stubs (I'm in L.A.) treated differently than "I Voted" 
stickers (for the purposes of that law)?

4. Does that law apply to elections officials?

Finally: 5. Does giving people "I Voted" stickers when they vote violate 
the prohibition on giving people things of value (making expenditures) 
in return for voting?
