Drink discounts (which have special value on Election Day) would constitute a commercialization of the vote (as opposed to a ride to the polls which facilitates rather than inducing voting and would violate federal law. 
The stickers, given singly, have no commercial value. A valuable antique sticker, if there were such a thing, could be a problem.
