That is yet another reason to disfavor the California-Washington state versions of top-two.  It makes impossible for many voters to express themselves in the election itself (the November event).

The current Louisiana top-two system doesn't have that drawback.  Louisiana doesn't vote at all for Congress until November, so at least every voter generally has someone to vote for in November in Louisiana.

How might the California top-two system affect this analysis, if at all? That is, there were (I believe) six California races in which there were two Democratic candidates on the ballot, and just two in which there were two Republican candidates on the ballot. (There were also a few races in which an independent ran alongside a major party candidate.) It strikes me that this would distort the historical comparative value of the popular vote for the parties.
