The Commissioner of Internal Revenue is appointed by the President with the consent of the Senate for a five year term. The Chief Counsel of IRS may also be appointed by the President.
Inspectors General of cabinet level agencies are appointed by the President and are subject to Senate confirmation. IGs operate independently. They have a dual reporting role: to the head of the agency and to Congress. In smaller agencies that have IGs, the head of the agency usually makes those appointments. Same dual reporting procedure.
In my experience as chairman of the board of directors of the Legal Services Corporation from 2003 to 2010, our agency had an IG. Our board was the head of the agency. We appointed the IG of LSC.
