RCV is and always has been about dismantling political parties. It defines the reform agenda in the United States because ’multiparty reform’ cannot go forward, given the prevailing understanding of Duverger’s Law, unless it promises this outcome.

This piece from last summer may be of interest. There were at least 97 instances of RCV in the US, at the state and local levels, from 1909 onward. One thing I’ve learned by studying them is how ranked ballots and nonpartisan elections were vectors for each other. The following statement by James W. Bucklin (1911) seems instructive. I have seen similar statements in modern times on Reddit.
