I disagree that the use of RCV can be defined so simplistically as
anti-party. Just a handful of many examples:
* Using RCV in nomination contests is not about weakening political parties
-- in fact, it more reliably gives parties a strong nominee who has had to
show the ability to bring a party together.
* Using RCV ballots for overseas voters in runoff elections and for early
voters in sequentially held presidential primaries is most defined by
upholding voting rights.
* Using the proportional form of RCV as a voting rights remedy is most
defined as creating opportunities for protected classes of racial minority
voters to elect candidates of choice.
* Using RCV in nonpartisan elections to eliminate a low-turnout and
expensive round of voting enhances voting rights and fairness
* Using RCV in partisan elections where there are third party and
independent candidates is about protecting representative outcomes that can
be threatened by split votes, and political leaders in countries with RCV
like Australia, Ireland, and Malta would dispute it's about weakening
political parties rather than making them more representative and
accountable
To be sure, there are applications of RCV that __can__ be more challenging
to political parties and there are RCV advocates who like that aspect. But
I find it neither construtive nor accurate to paint uses of RCV with such a
broad brush.
