[EL] Crowd-sourcing: Taxonomy of charges of vote suppression

I am trying to put together a taxonomy of charges of vote suppression
tactics. I am not trying to decide whether there is or not vote
suppression, but just classify the charges and/or tactics. Here is what I
have so far (with a few minutes of brainstorming):

Restrict registration
   Substantive restrictions
   Procedural impediments
Purge registration
Restrict absentee and early voting
   Substantive restrictions
   Procedural impediments
Restrict or impede voting at the polls
   Private action
      Intimidation
   Official actions
Provisional ballots
   Procedural
   Substantive
   Don't count wrong-precinct votes (is this substantive or procedural)
   Require strict compliance with parts of form that should be checked by
on-site polling officials

Please give this a few minutes of thought and add some points to the
