Our energy system’s shift from relying on fossil fuels to using clean energy has created an evolving landscape of law and policy, with California leading the way on many fronts. Meanwhile, in recent years, rising utility bills have been an increasing focus of public debate, with commentators arguing about the causes and how to address them. In this course, students will become familiar with key laws and policies influencing clean energy deployment, as well as energy bills, and will gain practical skills in advocating on these issues before implementing agencies such as state Public Utilities Commissions.   

The course will explore key developments in clean energy policy, as well as the factors influencing energy bills, and the respective roles of California energy agencies in shaping these policies. As an experiential learning course, students will practice advocating on these issues in regulatory proceedings through mock exercises and will receive feedback and guidance to develop their advocacy skills.
