WASHINGTON--UCLA School of Law Professor Andrew Verstein will testify Wednesday, April 15, 2026 before the U.S. House Financial Services Subcommittee on Capital Markets at a hearing titled “Safeguarding Main Street: Combatting Fraud and Exploitation in Our Capital Markets.”

In his testimony, Verstein will warn that insider trading by government officials represents one of the most serious threats to market integrity, raising concerns about recent high-value trades occurring shortly before major government actions.

He will also highlight the broader implications of declining enforcement capacity at the Securities and Exchange Commission (SEC), including reduced staffing, fewer whistleblower incentives, and limits on key market surveillance tools.

Verstein’s testimony emphasizes that public trust in financial markets depends on credible oversight and accountability, warning that erosion in these areas can increase costs, deter investment, and undermine confidence.
