Regulatory Comments

• Reproductive Health Researchers Comment Letter to FDA
  
  On August 27th, 2025, CRHLP and Advancing New Standards in Reproductive Health (ANSIRH) at UCSF submitted a letter on behalf of more than 260 reproductive health researchers to the U.S. Food and Drug Administration (FDA). The letter affirms the 25-year safety record of mifepristone, explains why recent reports that attempt to muddy that record lack scientific rigor and reliability, and urges the FDA to continue grounding any future decisions in transparent, rigorous science.

Amicus Briefs

• Brief of 360 Reproductive Health Researchers Submitted to the U.S. Supreme Court in Louisiana v. FDA
  
  On May 6, 2026, CRHLP, alongside O'Melveny & Myers LLP and researchers from UCSF’s Advancing New Standards in Reproductive Health (ANSIRH), filed an amicus brief in Louisiana v. FDA urging the U.S. Supreme Court to stay an appellate ruling that would effectively halt patients from obtaining mifepristone through the mail or at a pharmacy. The brief brings together the voices of 360 reproductive health researchers explaining decades of clinical and real-world evidence demonstrating that medication abortion using mifepristone is exceedingly safe and effective, including when provided by telehealth. It also addresses the flawed and misleading report being used to justify these restrictions, underscoring the risks of policy decisions that depart from established scientific consensus.

• Brief of Over 300 Reproductive Health Researchers Submitted to the U.S. Supreme Court in FDA v. Alliance for Hippocratic Medicine
  
  On January 30, 2024, CRHLP and the law firm Paul, Weiss, Rifkind, Wharton & Garrison LLP filed an amicus brief in FDA v. Alliance for Hippocratic Medicine on behalf of over 300 leading reproductive health researchers from the United States and worldwide urging the U.S. Supreme Court to reverse an appellate ruling that would severely restrict access to the abortion pill mifepristone by reversing FDA’s decisions to remove the in-person dispensing requirement and allow health care providers with prescriptive authority under state law to become certified prescribers of mifepristone, as well as its modifications to the dosing regimen and gestational limit included in mifepristone’s labeling. The brief argues that the Court should not allow the politics of abortion to obscure the clear scientific record, which shows that mifepristone is extremely safe and effective.

The Mifepristone Litigation and Federal Action Tracker features two regularly updated legal trackers, one focused on litigation and the other on federal administrative action, in a single, comprehensive resource.

The Mifepristone Litigation Tracker provides timely updates and analysis on legal challenges that could impact access to mifepristone nationwide and put medication abortion in front of the U.S. Supreme Court. The Federal Action Tracker covers administrative and agency actions that could affect regulation of mifepristone, including by documenting efforts by anti-abortion groups and politicians to restrict access to mifepristone through federal legislation, agency action, and investigations.  

As anti-abortion groups continue to push for nationwide restrictions and advocates work to protect and expand access, these trackers offer clear, current, and credible information on legal developments that could impact access to medication abortion nationwide.

The Center conducts and collaborates on original research examining the legal, policy, and public health implications of mifepristone regulation and access. Through empirical research and interdisciplinary scholarship, we aim to contribute evidence that informs public understanding and policymaking. • Willingness of Pharmacists to Prescribe Medication Abortion in California, April 2024
  This study, published in JAMA Network Open, explores the feasibility of broadening pharmacist scope of practice to include prescribing medication abortion. The study found that nearly 70% of licensed practicing community pharmacists in California would be willing to prescribe medication abortion if permitted by law. However, fewer were confident in their knowledge (48%) or ability to do so (40%).
• Improving Access to Abortion Medication and Contraception: Findings from the California Pharmacist Survey, May 2023
  Despite state legislative efforts to increase access to sexual and reproductive health (SRH) services through pharmacists, current research suggests that the potential impact of these policies has not been fully realized. To better understand implementation barriers to the provision of SRH services, including abortion medication, emergency contraceptives, and self-administered hormonal contraceptives (e.g., the pill, patch, ring, or injection), we conducted an online survey of California pharmacists.
